Governança da Paisagem e Inovação Institucional no Planejamento Urbano para Adaptação às Mudanças Climáticas: o Papel das Soluções Baseadas na Natureza na Construção de Cidades Resilientes

Climate change poses increasing challenges to urban planning, particularly in metropolitan regions characterized by high territorial, institutional, and environmental complexity. In this context, this study examines how Landscape Governance can contribute to strengthening institutional innovation in urban planning aimed at climate adaptation, considering Nature-Based Solutions as a strategic instrument for building resilient cities. The research adopts a qualitative, exploratory, and descriptive approach, based on a review of the specialized literature and documentary analysis of normative instruments, technical reports, and institutional documents related to environmental governance, territorial planning, and climate change adaptation. The São Paulo Metropolitan Region was selected as the empirical framework due to its administrative fragmentation, territorial diversity, and increasing vulnerability to climate impacts, providing a relevant setting for examining the challenges of interinstitutional coordination. The findings indicate that the main barriers to the implementation of Nature-Based Solutions are not associated with technological limitations or the lack of technical knowledge, but rather with administrative fragmentation, overlapping institutional responsibilities, and limited coordination among different levels of government. The study concludes that Landscape Governance provides a consistent framework for integrating territorial planning, environmental management, and institutional innovation, strengthening long-term coordination mechanisms and enhancing the adaptive capacity of urban systems. The research contributes to the debate on public policies for resilient cities by demonstrating that effective climate adaptation depends on the convergence of governance, urban planning, and sustainability.
