A (des)articulação entre os entes federativos no enfrentamento à Covid-19 em âmbito federal e paulista

This article aimed to analyze the articulation and cooperation between the Union, the State of São Paulo and the municipality of São Paulo in the face of the Covid-19 pandemic decreed in 2020 based on legislation on the subject, data extracted from government websites, jurisprudence, reports from various vehicles from the perspective of the principle of indissolubility of the federation in coexistence with the autonomy of the federative entities possessing the triple capacity for self-organization: proper regulation, self-government and self-administration. The analysis covers the period from 4th February to 2nd October 2020 and concludes that the lack of organization among the entities shows the complexity regarding the cooperative civil service in Brazil that, in order to have its practice guaranteed, needed the support of the judiciary several times and that the pandemic leaves us with a reflection on the urgency of a deeper administrative reform in this dynamic to guarantee the formulation and implementation of public policies that preserve the fundamental rights of the Brazilian citizens.
